The Director of Human Resources is responsible for coordination of the following activities: recruitment for faculty, administrators, professional, and classified personnel for MSU-Northern; selection procedures and recommendations; position classifications; MSU-Northern Affirmative Action guidelines; employee IPEDS reporting; employee benefits information, and maintaining personnel files for all classified employees.
The Director of Human Resources is also responsible for union contract interpretations, serves on the union negotiation teams for both MFPE (Faculty Union) and the AFSCME (classified union).
The Director also prepares various confidential reports dealing with matters such as sexual harassment, grievance proceedings, ADA accommodations, informal and formal complaints involving employee issues, and other human resources issues of a sensitive and confidential nature.
The Director works with a variety of employee issues and concerns including conflict resolution, progressive disciplinary action, and performance improvement plans.
The Director also serves as the Title IX Coordinator.
Duties and Responsibilities 1.
Direct recruitment for all campus positions according to campus hiring policies, procedures and regulations.
2.
Provide general format and guidelines for developing (writing) position descriptions and justifications.
3.
Research and prepare hiring/personnel salary surveys and other reports as requested and received by the Human Resources office from other State agencies, private enterprise, and out-of-state agencies.
4.
Ensure MSU-Northern’ s compliance with all Federal and State nondiscrimination regulations, including Executive Order 11246, Title VII of the Civil Rights Act of 1964, ADA, FMLA, Montana Human Rights Act, and EEO/AA/ADA.
5.
Assists supervisors in evaluation, employee relations, and employee improvement plans.
6.
Assists employees with conflict resolution and other employment issues.
7.
Prepares and administers all campus HR policies and procedures.

Serves as the Title IX Coordinator and Responsible Official under MSUN Policy 1001.

Interpret various provisions of the union contracts.

Coordinate and interpret requirements and time lines of AFSCME collective bargaining agreements.

Determine new employee probationary period according to time period outlined in appropriate union (or nonunion) contract and notify both supervisor and employee when probationary period is near completion 14.
Coordinate evaluation cycle and evaluations of individual classified, exempt, and administrative/professional employees.
15.
Maintain storage of all confidential Employee Relations reports.
16.
Facilitate training activities for the purpose of staff development.
17.
Represent MSU-Northern at meetings/committees as requested by the Chancellor or designee.
18.
Maintains up to date working knowledge of all employee benefits including health insurance and retirement plans.
19.
Works closely with university legal counsel as needed.
20.
Perform other duties requested by the Chancellor.
